Since 1998, Big Tobacco has been paying out billions of dollars annually to states as part of a master settlement. Thanks to a booming cigarette market, the master settlement helps these states and their numerous cities balance their budgets, without having to raise taxes or dip into alternate sources of income. Fast forward to 2019- this money is quickly shrinking, and these states have had to issue bonds to collect more money upfront.
